E-invoice for e-adrese, free — create the XML in 3 steps

Invoicing a Latvian state or municipal institution? Create the e-invoice

Fill in the invoice form — seller, buyer, lines, VAT — or upload a PDF, scan or photo and let AI fill it in for you. Saved customers, products and templates make the next invoice quicker.

Check it and download the XML

Before download the invoice is checked against the EN 16931 and PEPPOL BIS 3.0 rules, with errors explained in plain language, so the file e-adrese receives is valid. You get a PEPPOL BIS 3.0 UBL XML file, plus a PDF copy for your records.

Upload it in e-adrese

On Latvija.gov.lv open your e-adrese, click "Rakstīt" (Write), choose the form "Izveidot e-rēķinu" (Create e-invoice) and upload the XML — the form fills itself in. Check the recipient institution and send.

What e-adrese does — and does not do yet

Invoices to institutions: yes, today

E-adrese delivers e-invoices to state and municipal institutions — the case that has been mandatory since 1 January 2025. It is free and needs no contract with an e-invoicing operator.

Invoices to other companies: not via e-adrese yet

Companies cannot yet exchange e-invoices with each other through e-adrese. For a business customer, send the same XML by e-mail or another channel you agree on, or through a PEPPOL operator. For B2B from 2028 the law names e-adrese as the planned free channel.

The format: PEPPOL BIS 3.0

A Latvian e-invoice is an XML file following LVS EN 16931 and the PEPPOL BIS Billing 3.0 specification. A PDF, even a signed one, is not an e-invoice. aiDoks generates exactly this format and validates it before you download it.

Invoices only, not credit notes

The e-adrese form currently accepts commercial invoices. aiDoks also creates credit notes, but to send one to an institution you need a different channel, such as a PEPPOL operator.

The dates that matter

  • Since 1 January 2025 — invoices to state budget institutions must be e-invoices.
  • From 1 January 2028 — e-invoices become mandatory between all companies registered in Latvia (postponed from 2026 by the Saeima in June 2025).
  • Invoices to private individuals — not covered; they can stay in the usual formats.

Is sending an e-invoice through e-adrese free?

Yes. e-adrese is a free state service on Latvija.gov.lv. Creating the XML with aiDoks is free too: the free plan covers 6 e-invoices a month, and Pro (€4.85 a month) is unlimited.

Which file format does e-adrese need?

An XML e-invoice following LVS EN 16931 and PEPPOL BIS Billing 3.0. A PDF — even a signed one — is not an e-invoice. aiDoks produces exactly this format and checks it before you download it.

Can I send an e-invoice to another company through e-adrese?
